From Lawmaker to Alleged Lawbreaker: How Senator Victor-Egba is Accused of Violating University Law to Protect the Embattled Vice Chancellor, Prof Abayomi Sunday Fasina

In what appears to be one of the most disturbing cases of alleged abuse of power within Nigeria’s tertiary education system, Senator Victor Ndoma-Egba, a Senior Advocate of Nigeria (SAN), former Deputy Senate Leader, and ex-Senate Leader, stands accused of flagrant violations of statutory laws and the Federal University Oye-Ekiti (FUOYE) Establishment Act.

Despite his long-standing legal and legislative pedigree, Ndoma-Egba now serving as Chairman of FUOYE’s Governing Council is alleged to have subverted due process, manipulated institutional structures, and shielded the embattled Vice-Chancellor, Prof. Abayomi Sunday Fasina, from disciplinary actions over allegations of sexual harassment, staff victimisation, and massive financial mismanagement.

The allegations, if substantiated, represent a shocking fall from grace, a tragic case of a lawmaker allegedly turned lawbreaker. Stakeholders across the university and education sector are calling for his immediate removal or total dissolution of the Council, citing serious breaches of the law and institutional compromise.

Violation of the FUOYE Establishment Act

According to Part I, Section 7 (8) of the Federal University Oye-Ekiti Establishment Act, “The Council shall meet as and when necessary for the performance of its functions under this Act, and shall meet at least four times every year.”

This provision makes it mandatory for the Council to hold quarterly meetings, a sacrosanct practice observed by all previous Councils. However, investigations reveal that Senator Ndoma-Egba allegedly failed to convene the statutory third-quarter Council meeting (July–September 2025), which lapsed on the last day of September.

Insiders allege that this was a deliberate act, part of an “unholy scheme” to protect Prof. Fasina from suspension. Rather than follow the disciplinary process, Ndoma-Egba reportedly converted the proposed suspension into a so-called “research leave.”

Further findings allege that Prof. Fasina illegally received ₦128,000,000 (one hundred and twenty-eight million naira) for the purported leave, approved by the Council Chairman himself, yet never proceeded on leave.

A Compromised Council and Hidden Agenda

Investigations point to a pattern of institutional compromise and favouritism, allegedly driven by financial inducements and contract racketeering. Several sources within FUOYE assert that Ndoma-Egba has openly sided with the embattled VC, frustrating lawful processes, disobeying Council procedures, and allegedly manipulating appointments to favour loyalists of Fasina.

Observers believe that the Chairman’s ultimate plan is to reinstate the suspended VC once the environment appears “favourable”, a move that has already sparked tension and outrage within the campus community.

Staff unions, including SSANU, NASU, and NAAT FUOYE Branch, have previously staged joint protests, warning that any such reinstatement could lead to a total breakdown of law and order on campus.

Violation of Revised University Regulations

In the appointment of an Acting Vice-Chancellor, Senator Ndoma-Egba allegedly violated Section 3, Subsection 3.2.1.2 (vi) of the Revised Regulations Governing the Conditions of Service of Senior Staff of FUOYE, which explicitly provides that “In any case of a vacancy in the office of the Vice-Chancellor, the Council shall appoint an Acting Vice-Chancellor on the recommendation of the Senate.”

Rather than follow this lawful process, Ndoma-Egba is accused of unilaterally making key decisions, a clear breach of institutional norms and established university procedures.

Subversion of Due Process in Appointments

It is also alleged that Ndoma-Egba deliberately subverted Council authority and university statutes in the recruitment and advertisement processes for critical offices, including Directors of Works and Services, Health Services, and Physical Planning.

Despite multiple protests by concerned staff, the Chairman reportedly ignored due process, keeping the university in administrative limbo. Even after the Registrar scheduled Senate meetings to elect representatives to the Joint Selection Committee for the appointment of a new Vice-Chancellor, Ndoma-Egba allegedly ensured their abrupt cancellation, fueling suspicion of a grand plan to reinstate Fasina and manipulate the selection process in his favour.

Call for Removal and Federal Intervention

Given the gravity of these allegations, university stakeholders have called on the Presidency, the Minister of Education, and the National Universities Commission (NUC) to intervene immediately.

They argue that Ndoma-Egba’s alleged misconduct, ranging from statutory breaches to abuse of office, makes him unfit to chair any federal university council. The call for action is loud: “Either remove Ndoma-Egba or dissolve the entire Council before the integrity of FUOYE collapses completely.”

A Lawmaker Allegedly Turned Lawbreaker

For a man who once helped shape Nigeria’s laws, these allegations paint a dark irony: a Senior Advocate of Nigeria accused of trampling the very statutes he swore to uphold.

If the allegations are confirmed, this case could become a defining test of accountability not only for FUOYE, but for the Nigerian university system as a whole. It raises a critical question: When those who make the law become the offenders, who will uphold justice?
